What was done
The Barcelona Metropolitan Strategic Plan (Pla Estratègic Metropolità de Barcelona, PEMB) has coordinated strategic planning across the Barcelona metropolitan area through six successive iterations since the late 1980s. The current phase centres on the Metropolitan Urban Master Plan (Pla Director Urbanístic Metropolità, PDUM), which establishes a common spatial framework to 2050 for 36 municipalities across the metropolitan area, addressing infrastructure, green and blue networks, mobility, social cohesion, urban metabolism, economic competitiveness, and the climate emergency.
The planning process involves formal intergovernmental structures (the Barcelona Metropolitan Area, AMB), stakeholder partnership forums, and alignment with EU Cohesion Policy and the New Urban Agenda.
