What was done

Denmark's Planning Act (Planloven) establishes a comprehensive framework for statutory monitoring and adaptive planning through two key mechanisms. First, the Minister for Environment publishes a national overview of 'state interests in municipal planning' at the start of each four-year municipal council term, setting the framework within which local plans must be prepared – ensuring continuous vertical alignment between national policy and local plans. Second, the Act requires Strategic Environmental Assessment (SEA) of all plans and programmes with likely significant environmental effects, with monitoring of those effects built in from adoption. Municipalities must update their municipal plans at least every four years, with formal public participation. Denmark's 98 municipalities and 5 regions are subject to consistent monitoring requirements, enabling national analysis of planning trends.
