What was done
The Omgevingswet consolidated 26 separate laws and over 100 subordinate regulations covering spatial planning, housing, infrastructure, environment, nature and water management into a single unified statutory framework. The Act replaced a patchwork of local land-use plans – some municipalities had in excess of 100 such plans in force simultaneously – with six standardised instruments: Environmental Vision (omgevingsvisie), Environmental Plan (omgevingsplan), Programme, Ordinance, Permit, and Programme-based Supervision. All three levels of government (national, provincial, municipal) are required to produce Environmental Visions as long-term strategic documents, and a new digital portal (DSO – Digitaal Stelsel Omgevingswet) provides a single access point for all planning information.
Key Outcomes
- Radical simplification of the regulatory environment: one Act replaces 26, reducing administrative burden on citizens, developers, and local authorities.
- Unified digital access to all planning information through the DSO portal, increasing transparency and reducing compliance costs.
- Clear allocation of responsibilities across three governance levels with mandatory Environmental Visions at each tier.
- Faster permit decision-making: the Act targets maximum eight-week decisions for standard permits (down from twenty-six weeks under the former system).
- An independent evaluation committee published its first assessment in early 2025, confirming the formal framework is operational; full utilisation of the new instruments is developing progressively.
