What was done
The Omgevingswet (Environment and Planning Act) introduces a unified monitoring framework spanning the previously fragmented landscape of 26 separate laws. Each level of government is required to produce an Environmental Vision (omgevingsvisie) as a living strategy document, and Programme instruments enable targeted action on specific challenges. The Act requires regular 'state of the environment' reporting and mandates that national and provincial governments monitor the effects of their Environmental Visions. The digital infrastructure system (DSO – Digitaal Stelsel Omgevingswet) provides a single access point aggregating permit data, environmental assessments, and monitoring information from across all three government levels. An independent evaluation committee published its first formal assessment in early 2025, confirming system operability and identifying areas for further development.
