Climate Responsiveness

Embedding climate adaptation and mitigation into statutory planning is now an international imperative.

  • Climate risk integration in zoning and land-use regulation: prohibition or conditional restriction of development in high-risk zones (flood plains, coastal areas, fire-prone land), with clear and enforceable procedures.
  • Green and blue infrastructure standards: mandatory requirements for tree coverage, permeable surfaces, stormwater management, and urban heat island mitigation in new development and urban renewal.
  • Alignment of spatial plans with climate commitments: statutory requirement for spatial plans to demonstrate consistency with national NDCs and subnational climate strategies.
  • Resilient infrastructure planning: design standards that account for projected climate scenarios over a 30-50 year planning horizon.
